Pet Friendly Services of Indiana was formerly known as Spay-Neuter Services of Indiana (SNSI), which began serving limited-income pet lovers in central Indiana in 1977. The organization expanded over time and now supports the work of rescue groups and shelters across the state.
Pet Friendly Services provides free and discounted surgeries thanks to revenues received from the Pet Friendly license plate, grants, donations, fundraisers, and bequests. We partner with a network of compassionate and caring veterinarians who perform surgeries at reduced rates so that we can move Indiana to zero kill.
Pet Friendly Services is a statewide animal welfare organization whose mission is to eliminate the euthanasia of adoptable cats and dogs through financial assistance, education, and advocacy.
The vision of Pet Friendly Services is to help every Indiana animal shelter reach and maintain zero-kill status through financial assistance and education, as well as advocate on State and local levels for effective and humane animal welfare legislation while serving as a successful model for other states throughout the country.
Who We Are
Pet Friendly Services is a nonprofit organization dedicated to Indiana’s animals. Our small team stretches our dollars to serve as many animals as possible and to make permanent changes to benefit cats, dogs, and the people who love them.
What We Do
Pet Friendly Services runs 3 targeted programs, proven to reduce shelter intake and unnecessary euthanasia. With fewer animals, shelters are able to better care for the animals already in the shelter, increase adoption rates, and increase morale among staff members.
We also host the annual Indiana Animal Welfare Conference, bringing our state’s shelters and rescue groups together for a day of learning and networking so we can continue to increase the number of lives we save.
Provides rescue groups and shelters with FREE spay/neuter surgery certificates to they can alter pets before adopting them into their forever homes.
Provides FREE certificates for community cats (feral and free-roaming cats), reducing the number of unwanted litters and preventing cats from entering shelters.
Provides limited-income pet owners with $25 surgeries.

Red Markers – “The FIX is IN!” Clinic Locations. Through our partnership with a mobile vet service (Public Vet) we’re adding spay/neuter capacity in areas of high-need.
In response to a 1977 request for help, submitted to the Indianapolis Star & News, two women offered to help. The plea was for financial help to spay a pet dog. Only fixed animals were allowed in the apartment complex, and a lady and her dog were facing eviction.
Winnie Flowers and Joyce Crowell contact the newspaper, offering to help and collecting funds to cover the surgery. When the newspaper posted a follow up, 43 other people in need contacted them in need of assistance.
This is when two otherwise ordinary women became extraordinary, gathering their friends and starting a nonprofit to help animals in need. That organization was Spay-Neuter Services, later renamed Spay-Neuter Services of Indiana.
The organization grew over the years and made a major leap in 2011, after acquiring the Pet Friendly license plate. With a sustained level of funding and backing from pet lovers across Indiana, Spay-Neuter Services of Indiana began funding thousands of surgeries each year.
To help shelters prevent intake and unnecessary euthanasia, Spay-Neuter Services of Indiana launched the Community Cat program in 2014. This life-saving program provides free surgery certificates for feral and free-roaming cats, including a rabies vaccine and microchip.
Spay-Neuter Services of Indiana then launched the Indiana Animal Welfare Conference. The inaugural conference was held in 2018, attracting 300 animal welfare professionals and volunteers, all wanting to learn more and network to ensure Indiana moves to zero kill and prevents abuse and neglect as soon as possible. Attendees gathered in the parking lot an hour before the conference began, as their desire to work together was so intense.
As we move to our next chapter, Pet Friendly Services remains committed to our life-saving spay/neuter programs. We plan to turn over every stone in search of strategies to reduce shelter overpopulation and to ensure animals in the field (community cats and outdoor dogs) have proper care and treatment.
