The Top 10 Strategies to Improve Save Rates for Small Rural Shelters
From the desk of Janet Showley:
I spent 9 years as the Director of a small rural shelter in Indiana. Change didn’t happen overnight, and I learned a lot of hard lessons along the way.
Recently, I’ve had the opportunity to visit many of the small rural shelters we partner with through spay/neuter assistance and support programs. No matter where I go, I hear the same challenges: too many animals, not enough funding, and not enough support.
It’s no secret that small rural shelters are doing some of the hardest work in animal welfare with the fewest resources. But save rates ONLY improve when shelters build systems that prevent crisis instead of constantly reacting to it.
Here are the top 10 things I believe small rural shelters can do to improve save rates long term:
- Make spay/neuter the priority
Prevention changes everything. Fewer unwanted litters means lower intake, less overcrowding, and better outcomes. - Hire a vet tech and/or secure a Vet of Record
Medical capacity improves population health, efficiency, disease prevention, and lifesaving capability. - Create reliable, scalable income streams
Fundraisers alone aren’t sustainable. Vaccine clinics, thrift stores, wellness services, and training programs can create recurring revenue. - Reduce length of stay
The longer animals stay, the more at risk they become. Streamlined adoptions, short-term foster programs, and managed intake help move animals safely through the system. - Build a foster-first culture
Fosters increase capacity without adding kennels and improve medical and behavioral outcomes. - Track good data — and use it
Data reveals trends, gaps, and opportunities. Shelters don’t need huge budgets to make data-driven decisions. - Prioritize regional partnerships
Collaboration with rescues, vets, neighboring shelters, and transport partners expands capacity and resources. - Invest in marketing like lives depend on it
Visibility drives adoptions, donations, fosters, volunteers, and community support. - Pay staff competitively
Retention matters. Constant turnover costs more than investing in experienced staff. - Build community trust and volunteer engagement
Communities support shelters they trust. Volunteers and public support are essential to sustainable lifesaving.
The future of animal welfare in rural communities will not be built on “doing more with less.” It will be built on prevention, collaboration, sustainability, and treating animal sheltering like the essential community infrastructure it truly is.
Attention Leaders!
Pet Friendly Services of Indiana is building a new statewide Mentorship Network Directory to help strengthen Indiana’s veterinary and animal welfare community through practical, experience-based guidance.
We are currently seeking experienced professionals in:
- HQHVSN (High-Quality, High-Volume Spay/Neuter)
- Shelter Medicine Veterinarians
- Shelter & Rescue Leadership / Directors
Mentors can define their own availability and areas of support, whether that’s surgical efficiency, shelter protocols, clinic workflow, outbreak management, leadership development, or program growth. The goal is simple: make real-world expertise more accessible so more organizations can improve efficiency, expand access to care, and ultimately help more pets.

Reminder: Help us Connect Pet Owners with Spay/Neuter Resources
Pet Friendly Services recently launched a new statewide Spay/Neuter Directory, designed to help pet owners find affordable spay/neuter options in their area. The directory includes low-cost clinics, voucher programs, transport services, and financial assistance programs.
We know many rescues and shelters are already helping connect people with these services, and we’d love your help making this resource as comprehensive and useful as possible. If your organization offers spay/neuter assistance, transport, vouchers, clinics, or other related services, please consider submitting your information to be included.
Please share this directory far and wide to help more people get their pets fixed!
